ELECSYS is proud to support the team delivering the Battery Park City Resiliency Project (BPCR), a $1.7 billion coastal flood risk management initiative led by the Battery Park City Authority (BPCA) in partnership with a Turner–SPC joint venture. The project recently reached a major milestone with the announcement of a Project Labor Agreement (PLA) between BPCA and the Building and Construction Trades Council (BCTC), reinforcing a shared commitment to high-quality construction, union careers, and inclusive opportunities for local workers and diverse businesses.
BPCR is the first project in New York City to be delivered under a progressive design-build model, bringing design and construction teams together early to manage cost, risk, and technical complexity in a transparent, collaborative framework. The project will create an integrated coastal flood protection system extending along the Battery Park City waterfront and across West Street, designed to reduce risk to residents, businesses, and critical assets in Lower Manhattan in the face of sea-level rise and extreme weather.
ELECSYS is contributing Systems Engineering support to the project team, helping to coordinate critical infrastructure systems with the new flood protection measures. Our work includes ensuring that equipment and systems interfacing with the coastal infrastructure are designed with long-term maintainability and reliability in mind.
