The Kensico–Eastview Connection is one of New York City’s most important drinking-water resiliency investments, creating a new deep-rock tunnel link between Kensico Reservoir and the Catskill–Delaware Ultraviolet Disinfection Facility at Eastview in Westchester County. The approximately two-mile tunnel—hundreds of feet below ground—will allow the City to move up to 2.6 billion gallons per day through a redundant route while existing aqueducts and facilities are inspected, rehabilitated, or taken offline, improving flexibility and long-term reliability for nearly nine million New Yorkers who rely on the Catskill–Delaware system.
ELECSYS is providing electrical and instrumentation and controls design for the new Eastview Connection Chamber, a critical node where the new tunnel ties into the ultraviolet disinfection facility. Working as part of the design team, ELECSYS is developing a resilient power and controls backbone that enables operators to monitor, operate, and maintain the connection chamber safely and efficiently across a wide range of operating scenarios.
The design includes secondary unit substations, a double-ended motor control center for low-voltage distribution, and a roof-mounted photovoltaic system that helps offset auxiliary loads and supports the City’s sustainability goals. ELECSYS is preparing bid drawings and specifications for the electrical and controls scope, including single-line diagrams, cable and conduit schedules, floor plans and elevations, and motor-starter control schematics.
Because the chamber must remain dependable under both routine and extreme conditions, the design emphasizes redundancy, maintainability, and clear operator interfaces. ELECSYS also coordinates closely with civil, structural, mechanical, and process designers—using BIM to resolve clashes and to route conduit and cable pathways through highly constrained underground spaces—supporting constructable delivery and reliable long-term operations.
